In order to take advantage of the library you must be a Kindle owner and an Amazon Prime Member ($79 a year).  Having both gives you access to an additional 300,000 titles including current and former NY Times Best Sellers. And of course Prime Members get free 2-day shipping and access to unlimited streaming of thousands of movies and TV shows in addition to free Kindle books.

Staying within Amazon’s ecosystem certainly is the easiest and quickest way to read ebooks on your Kindle.  But buying a Kindle doesn’t limit you to only Kindle Store books. In fact Amazon spells out directions on how to navigate sites like (2.5 million free ebooks), Open Library (1 million free ebooks), Project Gutenberg (30,000+ free ebooks), or (25,000+ free ebooks). With a little extra effort you can expand your free ebook library. Ultimately it is a process of searching and sending the ebook to your Kindle.
